“I have sought council from many augurs, priests, vestels and Pontiffs on the matter of Roman benevolence and gratuity, for the intention of citizenship to those who have long remained loyal to the Empire and who’s economic situation is vibrant and vital to the trade engine that, along with our glorious and mighty legions make this empire work. After weeks of thought and hours of debate with the Senatores I trust most, I have made the decision to decree citizenship upon a select list of cities- to include wholly their inhabitants according to a surprise census. All but the bound slaves of the cities inhabitants will gain all rights and privileges afforded citizens elsewhere around the empire, and serve as bastions of Roman loyalty and culture for the future. The select cities are:
Tiberium Treverorum, Belgica
Carthage, Africa
Cyrene, Cyrenaica
Alexandria, Aegyptus
Colonia Prima Pompeia Maritima, Judea
Castra Regina, Rhaetia Superior
Selminus, Noricum
Septem, Mauretania Tingitana
Antioch, Phoenicia
In time perhaps the land surrounding these centers of Roman loyalty and cultuer will too attain the greatest privilege Rome can offer. Sacrifices and rites will be performed at all open temples in the city to commemorate and bless this action, and feasts to the public in honor of these cities gaining citizenship of Rome will be held for one week. Roma is not blind to those who worship her, and serve her well for the benefits she provides.
