Emperor Lucius Tacitus Vitellius stood before the assembled crowd in the PalatineForum and read from a stiff piece of parchment, looking out to the crowd after every few words. Once he finished reading, the parchment was nailed to a nearby post for anyone to read:

“I have reviewed the census of the Rome’s armies, determined areas that require more manpower and more command experience, and have made the the following appointments:

Carus Valens Julianus, former Res Publica Hispania commander, will become Proconsular Legate Septentionalis. He will take over for Proconsular Legate Scipio Sejanus Lupidius. The former rebel legions of the Res Publica Hispania will go North as well.

Proconsular Legate Lucius Titus Vitellius will remain Proconsular Legate pro Aegyptus, presiding over Aegyptus, Thebais, Cyrenaica and the Libyan provinces. Rome’s grasp over the grain-rich region will be tightened.

Proconsular Legate Scipio Sejanus Lupidius (PC) will become Proconsular Legate pro Seleukia, taking over Judea, Phoenicia, Palmyra, Cyprus and the former Ptolemaic lands East of Thebais. Memory of the Eastern Roman Empire will be stamped out, and Roman authority reinstated unequivocably.

Proconsular Legate Fuvanius Rufus Sabaco (PC)will remain Proconsular Legate pro Moesia, working to secure and retake lands lost during 135. Reinforcements will be top priority for the great and dedicated Proconsular Legate.

Legate Tiberius Fortunus Julianus of Legio I Tiberia Hispania will become Proconsular Legate pro Anatolia, taking over the army of Marcus Annius Sabaco in Asia Minor. Recent losses under Marcus Annius Sabaco are due to the legendary commanders ill health, and he is being ordered to retire. Rome will own Anatolia, and the silk road through it. The new Legate for I Tiberia Hispania will be promoted from within the legion.

Tribune Romulus Tiberius Maxus (PC), deserter of the Eastern Roman Empire, will become Proconsular Legate, and assume command in the North under Carus Valens Julianus.

Legate Sillius Ramirus Flavus (PC), deserter of the Eastern Roman Empire, will become Proconsular Legate of Legio XVI Roma Victrix and Legio XVII Moesica, taking command under Proconsular Legate pro Moesia Fuvanius Rufus Sabaco.

Tribune Tarquinus Titus Gracchus (PC), survivor of Rome against the Eastern Roman Empire, will become Legate of Legio XXII Nova Heraclea under the command of Scipio Sejanus Lupidius pro Seluekia.

Legate Tullius Fortunus Julianus (PC) of Legio XIV Hispania will join the command of Proconsular Legate pro Moesia Fuvanius Rufus Sabaco.

Carus Florianus Julianus (PC), exile of Rome, will have his Hispanic army enlisted under his command to join forces with the Proconsular Legate pro Anatolia Tiberius Fortunus Vitellius and secure for Rome the kingdom of Bythinia, the last bastion of independence in Asia Minor.

These promotions and shifts in command are geared toward my desire as supreme holder of imperium to strengthen Rome’s defenses, secure Rome’s current holdings and press onward for further land, slaves, gold and glory. Moesia will be retaken, and the Dacians will learn once and for all that Rome will not be made a mockery of; Persia will be forced to question their very existence and wether they want the might of Rome’s army strangling them or not; the North will finally meet the end of their independence on our borders, and the world who has yet to hear of Rome will tremble at just the mention of the name. The passions of Divus Pertinax, Divus Pompeius, Divus Persicus and Divus Honestus will combine to form the new shining era that is Rome!”
