Consular Cassius Ispius rose to speak. He said, with all of the old guard listening intently, "It wasn't that long ago when private forces were without a question banned from existence. Any man found in control over a legion would have been considered a criminal, and subject to exile, or execution."
He paused and looked toward both Consules, both known to be friends of Carus Florianus Julianus. "It is my understanding that neither the legion in question, nor the legions used by Carus Florianus Julianus against the Persians are technically private- but clearly there is a thin line being walked, and I still adamantly feel any legion wielded by any other than he who is granted Imperium through the Emperor is a criminal for holding private forces- and even then, if the unit isn't Consular or Imperial in nature, the holder should be criminalized still."
"As for Mauritania, it is my understand that you, Consul Julianus, sent Senator Flavianus down to determine the situation within Cyrene- perhaps he can be secondly tasked with travelling to Carthage before returning to Rome, and meet with the Proconsul to clarify the situation for us. Or, even more simply, either of you Consules could write the Proconsul and ask for a briefing of his term. Since neither of last term's Consules took terms as Proconsul- Rimilius my brother passing away and the Emperor Julius Vitellius retiring, both the Proconsul of Africa Publius Tacitus Julianus and the Proconsul of Greco-Macedonia are eligible for second terms."
