The game works like this:
I know players characters. Anyone can ask for clarification, though now that you mention it I should post a roster.
There is a list of legions. Anyone can ask to see it. The Emperor and the Magister Militum have it too.
The treasury is updated via a post in the Senate every year. Any specific questions just need to be asked.
Proposals work the same, though it's up to the Consules to post them for vote. Posting for vote now is simply replying to the thread that it is 'up for vote'. Players are responsible for sending in how they and their NPCs vote. Results are posted as a pass/fail with any pertinent remarks. Anyone can request to see how players voted. NPC votes are still factored in like before, though not as heavily as when JOM commanded the NPC roster.
Without the wiki, players are forced to read scenarios to learn facts. It's difficult, I know, but works. Much of what keeps the game working at the moment is fairness and cooperation among the players. Everyone generally gets along well, though not everyone writes as fast as I would like.
Oh, and Rumors and News works the same way it always did.
