A messenger arrives with news from the emperor:

"People of Rome:

Our emperor Julius Vitellius has authorized Magister Militum Sabaco to invade Phrygia to bring new riches into the empire and to secure Asia Minor for the empire. To provide proper security for the newly reaquired holdings in the east the Emperor has also ordered two new legions to be raised. One will be raised in Hispania to supplement the forces of Sejanus Lupidius, who will be sending men to Aegyptus for the war effort.

The other will be raised in Africa and sent to Carthage to train and provide security in the area until new forces are provided."

This news brought pause to activities in the forum, followed by excited ramblings for a few moments before business resumed.

Fortunas stood before the forum and began to speak...

"This war it seems is for the greatness of Rome, the riches that it brings will not only add honor and prestige. But also supplement our economy especially in times of military and social struggle. I wish our soldiers and there generals a swift campaign that and hope that they pick up some spoils for themselves."
