A messenger arrives with news from the emperor:

"People of Rome:

Our emperor Julius Vitellius has authorized Magister Militum Sabaco to invade Phrygia to bring new riches into the empire and to secure Asia Minor for the empire. To provide proper security for the newly reaquired holdings in the east the Emperor has also ordered two new legions to be raised. One will be raised in Hispania to supplement the forces of Sejanus Lupidius, who will be sending men to Aegyptus for the war effort.

The other will be raised in Africa and sent to Carthage to train and provide security in the area until new forces are provided."
