Rumors 137 AD: Emperor decreasing Senate's prestige?

Leaks from within the imperial have been overheard saying that Emperor Lucius Tacitus Vitellius is organizing a massive new influx of Senators from the provinces... Is this true? Why would he, a man who has championed the Senate's authority and influence his entire career, seek to undermine their influence and degrade their prestige by injecting uneducated and unRoman provincials? The rumor certainly has the establishment talking...
