Raeus Commodus Vitellius sood to make his first proposal...

"Friends, both arguments are worth thinking about, but taking Consul Cicero Julianus' words, we must act not talk. There has been alot of talk of Hispania's needed development and I am one of those that feel it needs our attention."

"In the Northern provinces of Hispania there are vast silver mining reserves that as of yet have gone untapped. I say that we open up these silver mines even further. By doing so we can help the provincial economy of Hispania get back to a level that is sufficient to bring added wealth of the Empire."

"In addition to the expansion of the mines I also propose are larger and more extensive road and highway network be completed to enable the tranfer of items found in the region. I would ask that the Senate discuss this before we air it as a proposal."

"How ironic that the son of Raeus Vitellius wants to tap the silver mines of North Eastern Hispania that belong to the Valenii Juliani Estate... I ask how will this affect Valenii Juliani operations there? If our central government from Italia attempts to dictate to a regional company how to run their own mines? When we have constantly failed to run the mines along the Danube."

senator Valentinianus Umbonus angerly stood. " A central government in Italia? Regional companys 'own mines?' ALL that rome see's is hers! The mines you so confidently say belong to the Valenii Juliani Estate belong to Rome, They are only allowed to mine there and profit from it."

Valentinianus paused to temper his tone "Now I will not disagree that the mines along the Danube need work them selfs. I also feel it would be wise to include those mines in this propsal as well. But let us not forget gentlemen, the mines in Hispania and the profits they yield will help fund reconstrution there and in other places."

Consul Julianus piped up before the next speaker...

"Senator Commodus Vitellius will you alter the proposal, adding the mines along the Danube as well. I also want you to consider who will take responsibility forthe control and distribution of these mines. This is open for discussion..."

Postumus Maximinus thought over the words of the various Senatores. He had a potential stake in all they were speaking, as he had money to lend and any mine operator not part of a vast latifundia such as the Valenii Juliani estate would need capital to expand their mines. He spoke after a moment, saying, "I am unclear as to the specifics of this proposal. If the Valenii Juliani already operate mines in Hispania, they should be allowed to operate them how they see fit- but I am certain they have not been granted rights to ALL of Northern Hispania, and I am certain there are in fact untapped mines in the region, especially near Brigandum, that could use funds... at the very least, mines already in operation by lesser men. Perhaps a man who knows the region well enough, not associated with the vast estate of the Valenii, could compile a report for us?"
