Introduction :
Many regions suffered during the recent civil wars. The loss of life was was far beyond the scope that any could imagin. One of the first regions to be affected by the war was the region of Cyrenaica. Never a vital region to the empire they have been sorely over looked beofre and after the war.

Senatus-Consultum:

I) 1 Colony built on the site of the burned down city of Cyrene. This colony will provide homes and jobs for 7000 citizens and 7000 retired soldiers. Coat 8.5 million
II) The stone wall repaired to the standerds before the war 25ft tall and 5ft thick. They are fortified with watch towers every 100ft. Cost 1.7 million
III) 1 University cost 8 million
IV) 1 Hospital cost 150,000c
V) 1 Sanitation Building cost 200,000
VI) 2 Schools cost 100,000
VII) 1 Forum cost 2 million
VIII) 1 Large Granary cost 500,000c
IX) 1 60,000 Gallon Cistern cost 210,000c
X) 400 Wheat farms for Citizens and freedmen out side the city. Cost 3.6 million
XI) 150 Lumber yards for Citizens and freedmen. Costs 5.1 million
XII) Any Citizen or feedman moving to the site of the new city will here by only have to pay half the tax rate for a period of no more then three years.
XIII) Any business seting up in the city or surrounding area (no more then 5 miles from the site of the city) will only be forced to pay half the tax rate for a period of no more then 4 years.


Total cost of the project 28,060,000 million spread over 5 years.

Senator Flavianus rose from his seat. "Now this is the kind of proposals the empire needs. Our provinces suffered a lot from the Civil War in it is this body duty to rebuild this places. I fully support this measure. Furthermore, if this proposal is approved, I will recommend my clients to invest in that region o Lybia."

Senator Castus rises to speak.

"As I have raised before, I would like to see Cyrene rebuilt.

We have all heard the extent of the destruction that the fire wreaked upon the once great city. Perhaps we best take into consideration the effects upon a city that fire can have and develop strategies to combat this more effectively.

If we take such steps in the development of future cities and colonies then hopefully we can prevent such a disaster from happening again."

Senator Valentinianus Umbonus stood to discuss his proposal " Senator Castus is correct it was a disaster. A wrong that we did not right, He himself raised the issue and from him I drew the idea for this proposal. Senator I applud you." Valentinianus clapped for the job his fellow senator had been doing.

"We need to pass this proposal now while our coffers are full."

Consul Julianus spoke for a few questions...

"A fin proposal and one which will develop the region and further the economic gain of Alexandria and towards Carthage also, but I would like to ask a couple of questions..."

1. What form of labour will be used in the construction of the colony and its subsidiary projects?

2. Who will be in overal control of the project?

3. Is the overal cost including the labour usage?

Senator Valentinianus stood to reply. "Thank you consul for your fine words. Now to your questions, I have left the details of Labor open and for a good reason. There are several companys with the infrastructure to handle a job of this size. The Valenii Juliani, the Silli Flavins even the company run by our beloved emperor. I wish to invite representives from all companys here to discuss the proposal."

Senator Valentinianus nodded to the gentlemen in the corner. "Consuls I request at this time a reppresentive of the Silli Flavins be allowed to speak on this matter. unfortunatly I have not recieved a representive from the other companys mentioned."

Consul Julinaus spoke without standing with most of the senate watching his movement. Cicero Julianus was aware that giving the Flavii family could potentially be a dangerous thing politically for himself but as he had shown no real signs of disgruntlement he would allow the proposal to move forward...

"Senator Vallentinanus Umbonus I have no objection to seeing a represenattive at this moment in time. Either they can present to the body or to the Consuls directly."

Cicero Julianus looked over towards Senator Umbonus for a reply.

"Why has no one mentioned before that Cyrene has been being rebuilt since the end of the Eastern Roman rebellion?" Bantos Hellenas asked, a bit angrily. All this talk of spending money on a place that nobody knew if it needed or not. He had gone out time enough on his ships to Africa and back, and heard reports that Proconsular Legate's Marcus Annius Sabaco and Lucius Titus Vitellius had begin reconstruction on their own some time ago. He looked to the proposal author, "I would like to hear from the provincial procurator, or perhaps the regional Proconsular Legate Lucius Titus Vitellius and get a status report on the rebuilding of the once vital city before we agree to spend this amount of money."
