Consul Cicero Julianus stood to speak to the Senate...

"Noble Senators, as the empire expands we will be taking in new provinces and new peoples, to help those provinces adjust and all existng provinces feel included in the empire I propose the following...

1. Construction of Libraries and centres of learning in the following cities - Lugdunum in Gaul and Salamantica in Hispania.

2. Each two centres will also receive a new construction of a new Temple dedicated to Jupiter Capitolinos.

3. Both towns will also receive the construction of a new road network to aid in the movement and help accessability to these new found centres o learning and worship.

4. I ask the Senate to consider two companies who I feel are best placed to complete this they are the Valens Julianii and the company owned by our Emperor.

5. Arenas to be constructed in the two areas this will help keep them distracted and a taste of Rome itself will be transmitted out to th provinces. This will help the itegration of our citizens and provincial inhabtants.

6. I intend on using local labour in this project.

Overall cost for this proposal will be 2,500,000c.

"This will help us spread our influence and hopefully open up for future latin centres around the empire."

"I support this sort of thing in principle, but in practice I feel we need more detail- and oversight!" Senator Titus Arcadius Vitellius said stiffly. "I proposed something similar a while back, Lex Colonia Vis Septentrionalis, that was met with criticism and failed, with other proposals, to gain a vote. I want to know, how did you come up with these two towns? Lugdunum is already a large center of commerce and learning- but what do you know of the other choice?"

Consul Julianus pleased that someone raised a question stood to retort...

"Lugdunum is a major centre of communication within Gaul, thus is thoroughly deserving of the increase in Latin expenditure, the town of Lugdunum cn spread the Roman culture further north through its trade and military movement."

"Salamantica is a thriving portal community on the north west coast of Hispania. It has strong trade links between, Brittannia and the African coast line, and is largely unlimited in terms of the military interferrence. Thus Salamantica is a prime candidate to become a Latin Centre due to its geographical location."

"I could hae easily chosen oe of the more well known names throughout the Empire such as Antioch already a large greek element inhabits this area. Carthage has been in Roman hands for a very long time. But one I have missed out is Byzantium, this city is the key to the east in terms of trade an communication, and could also be used to expand the Latin areas of Culture."

"Again it would be good to hear of other worthy towns/cities that would be deserving of receiving these Latin Centres, please noble Senators dont just emphasise the flaw a key ideal within this Senate is to suggest an alternative."
